One lot per holder, placed in buy order.

The spiral starts beside the building and turns clockwise. Early buyers sit against the walls. A neighbourhood is the coin held by a lot's eight neighbours. Amenities are built where the neighbourhood is poorest and add the door's weight to the eight lots around them.
